Obtaining the Registration and Identification Number for Economic Operators (EORI)
The EORI number is a unique number in the European Union, which the customs authorities or other authorities designated by Member States attribute to all economic operators and other stakeholders in order to use it at all customs operations carried out throughout the EU.
Who is required to obtain EORI number?
economic operators (individuals, as part of their professional activities covered by customs legislation, such as the operations of import, export, transit, storage, representation and operations prior to arrival / departure goods that are inserted / removed from the territory community);
persons other than economic operators who place / remove goods to / from the European Union.
Necessary documents for obtaining the EORI number by individuals / entities established in Romania:
In Romania, the competent authority for registering and assigning EORI numbers is the General Customs Directorate.
EORI numbers will be requested from the regional customs directorates in whose area of territorial competence is established / are established the entities/ persons or, in exceptional cases, at the border customs offices.
In order to assign the EORI number, the person/ entity concerned is required to submit an application for registration.
This application is completed and printed in / from the EORI app. This app is available on the website of the Romanian customs authority.
Economic operators established in Romania will support the application to the Regional Customs copies with the following documents:
registration certificate issued by the National Trade Register Office;
registration certificate for VAT purposes issued by the Ministry of Public Finance, as applicable;
documents that show the registered office or fiscal domicile, as applicable, in case it does not correspond to the one mentioned in the certificate (s) submitted;
Incorporation document of the economic operator with subsequent amendments, as applicable;
identity card, for individuals.
Necessary documents for obtaining the EORI number for individuals / entities not established in the EU:
Individuals / entities not established in the EU will be submitted to support the application to the Regional Customs Directorate with the following documents:
registration document issued by the competent authority of the third country, photocopy;
certificate (s) issued for VAT registration (s) by the competent authority of the Member States of the European Union, respectively.
documents that showed the registered office or fiscal domicile, as applicable, in case it does not correspond to that recorded in the documents referred to at point a) and b), issued by the authorities responsible for the business register or by chambers of commerce in the EU or third country, in original or certified copy, with no more than 6 months before the date of application;
a photocopy of a valid passport or other travel document, for individuals.
Economic operators established outside the EU will submit additional truck driving licenses: copy of the cover of the license, stamped, containing identification of the license holder; copy of the passport of the vehicle owner.
The structure of the EORI number:
for a legal entity established in Romania: RO + Identification Code;
for a legal entity established in a third country: RO + ISO alpha 2 country code + the third state identification number assigned by the authorized institution from the third country;
for individuals established in Romania: RO + personal ID code;
for individual established in a third country: + EN ISO alpha 2 country code +
the third state identification number assigned by the institution authorized in the third country concerned.
EORI number invalidation may occur in the following situations:
at the request of the person / entity registered;
if the customs authority has knowledge that a person registered ceased activities that required registration.
Customs authority registers the date of invalidation of the EORI number and notifies the person / entity registered in this situation.
